不可以，Windows Server 2003不支持EFI的固件，而Azure上的虚拟机需要这个特性才能启动。
另外Windows Server 2003不支持Hyper-V启迪，所以即便能运行（在本地Windows Server 2012 Hyper-V中以传统方式可以运行），但是性能非常差。
