BeanFactory not initialized or already closed

SSH项目 报错
java.lang.IllegalStateException: BeanFactory not initialized or already closed - call 'refresh' before accessing beans via the ApplicationContext
web.xml配置如下:

jdk版本1.6和1.7都试过了 没有用 
tomcat版本7.0.73

求解决

    <param-name>contextConfigLocation</param-name>
    <param-value>classpath:applicationContext.xml</param-value>
</context-param>
是这样配置的 上面打掉了
