在eclipse启动tomcat不能访问localhost:8080

我在eclipse中可以成功启动tomcat，但就是在浏览器中打开不了http://localhost:8080,报The requested resource (/) is not available. 但我单独启动tomcat(不在eclipse中启动),就可以成功访问，这是为什么啊？
我是用eclipse3.5+ Tomcat6.0

tomcat启动没有出错啊，是没有添加项目的话，当然就是The requested resource (/) is not available.
单独启动的时候tomcat自己有管理程序和例子程序
