Final v16 Release before Migrating to V17

Given that all of our Hapi apps in Production are using v16 I think it's prudent to do "one last" release updating all dependencies to their last v16-compatible versions before we merge #249

I'm going to prepare this PR. now.

    Of these three, the most important is auth0's node-jsonwebtoken which has Migration Notes for the v7 >> v8 update: https://github.com/auth0/node-jsonwebtoken/wiki/Migration-Notes:-v7-to-v8
