[OSQA-255] Use https for calls to external sites when appropriate

[reporter="bjunix", created="Fri, 14 May 2010 06:06:26 -0400"] When a osqa site or parts of it (i.e admin) runs via https, external calls should also be ssl encrypted. As far as I can see external calls are only to made to google.com and ajax.googleapis.com.
