3.0 - Reports: Downloads Top Selling Downloads doesn't appear to respect date range.

Expected behavior

The top selling downloads list table should respect the date grange provided.

Actual behavior

The top selling downloads list table appears to be lifetime.

Here is my table:

Here is my last 30 days overview:

It's clear that with only $13k in sales in the last 30 days, a single download in the top selling list can't have $50k in sales for the last 30 days.

Ok, so i'm pretty sure this is caused by the using of WP CLI. It looks like even when you specify a date for the payment, the insert date for the order items is the current time, not the time that the payment was inserted.

Going to leave this open and test again on a more realistic site...however I think it will break when we do the migration, and give inaccurate reports. Will test again though.
