[FollowUp]: Throw NotFoundException from IO methods when file does not exist

Follow up PR #454 Throw NotFoundException for return new PositionFileOutputStream(file, new RandomAccessFile(file, "rw"));

After gradle build, spark/tmp folder is created. add spark/tmp to .gitignore file.
