Enable import of waypoints

As discussed on the ML: we'll enable import of waypoints from a file (.mqtw) (MQTTitude Waypoints) similarly to import of configurations

Waypoint export will not be required, as these are (mostly anyway) published to the back-end from which they can be exported.

Waypoint file: .mqtw Key of the waypoints is tst.
