support -o toto.cpython-37m-x86_64-linux-gnu.so

This fixes issue #1098

-sans-paille can you tell me where I can add a test for this? i didn't find any tests on the -o / output_file option.

    py.test pythran/tests/test_xdoc.py

    They are relatively fast, but you can filter using -k flag

    your doc string is not compatible with python2, please use

    
sysconfig.get_config_vars()['SO']

    that raises no warnings and works for both version.

    On Python 3.7, sysconfig.get_config_var('SO') raises a warning... Anyway, I change this.
