Auto levels exposure is applied before highlight recovery

What steps will reproduce the problem?
1. use highlight recovery
2. use auto levels exposure

What is the expected output? What do you see instead?
Histogram should align right but depending on the degree of highlight recovery it is
not. Without highlight recovery it is fine.

What version of the product are you using? On what operating system?
Newest dev.

Same for me for a long time. Very annoying, since it renders autoexposure useless in
many cases.
