Missing PR for deps updating from 0.x to 1.x

We just added dependabot to an Elixir project that hasn't had an update for a while and we didn't get PR's for some of the outdated deps.

It looks like it only effect deps updating from 0.x to a 1.x. So for example we have {:guardian, "~> 0.14.4"} specified and we were expecting a PR to guardian 1.0

    Thanks for the feedback. Can you let me know which repo? support.com if you don't want to put the name in here.

    (This could be due to Dependabot starting you out with only 5 PRs per update run, or it could be because other dependencies are blocking the update of guardian.)
