Build error on non-windows systems

Question

Revision c148c40867dc includes <windows.h> in gauss.h
This makes the build failed under linux systems.

BTW, do we need special rights to add a review score to some revision? Couldn't do
it...

I couldn't find an option for letting non-committers rate commits, so yes.
