Description of change
This patch implements the following methods on the state.Generation receiver:
- AssignApplication, for use when application configuration changes are made when the "next" generation is active.
- AssignUnit, for use when the set-generation command is used.
- Refresh, used for updating a materialised generation from state.

No activated logic yet. Accompanying unit tests verify correctness.
