I didn't do it this way specifically because of this: includes propagates to all the dependencies //and dependents// of this rule. It's dangerous to add things here without some name qualification, as it's easy to pick up the wrong headers buried in intermediate dependencies. (Even zlib/include was arguably not great, but at least it did narrow the scope).
