Split s3 into own crate

Question

This is an experiment to see if this is a feasible solution to https://github.com/rusoto/rusoto/issues/559 . I'm not proud to say the method for this was to throw a bunch of changes against the compiler and see what sticks, but it's a good point to start a conversation. Yes there's still commented out code, forgot to clean that up.

thoughts? Anyone else feel free to chime in, too.

I'll also need to check to see how API docs are created and published. The separate S3 crate needs to have its documentation published as well.
