Don't round any of the bound values

Addresses #945

Same as Photoshop, if there are subpixels, we should draw the controls at that subpixel level so all resize operations are correct. If we want to do any rounding, that will be at the view level.

I think this needs more testing, in your branch it seems like we dont line up the bounds we draw with PS's pixels as well as we used to.
