endModalToolState has a terrible bug in which the modal tool state does not always end (at least insofar as the PS command queue is concerned) by the time its callback is applied (/promise is resolved). This is a brute-force super-hack that works around the problem in the FluxController action queue by just waiting a really long time whenever we have to end a modal tool state before proceeding.
Partially addresses #1107. Might also address some of our other lingering modalToolState bugs...
