Focus Issues in Inspect when Firebug is in standalone mode

What steps will reproduce the problem?
1. Open Firebug in standalone mode
2. Inspect the page when focus is on the page using the keyboard shortcut

What is the expected output? What do you see instead?
The current implementation focuses on the Firebug window and the user must
click on the Firefox window to actually start inspecting.

This issue is most pronounced on the Mac due to the way that focus handling
is done between windows. On Window (the OS) the inspect tool will still
react to mouse events on the browser window even though the Firebug window
is active.

Under both OSes the Firebug window is brought to the foreground, which can
be problematic on single monitor machines as the element that one is
attempting to inspect may be masked by the Firebug window.

A better solution seems to be the following:
1) On activate of the inspect feature focus on the browser window.
2) On final selection for inspect focus on the Firebug window.
