PNG encoding broken

For some reason the PNG tests have all started failing since the latest firmware upgrade. The encoder callbacks keep coming but seem to stop before the end of the file and we never receive a frame end callback. However, raspistill is still capable of producing PNGs so it's definitely an issue in picamera (i.e. we must be doing something different to raspistill, other than YUV4:2:0 vs opaque format on the still port, which has already been tested and ruled out). Need to figure this out before releasing 1.3

    It's not a picamera issue after all. The official raspistill application also hangs when attempting to produce PNG output (one has to explicitly specify the encoding with raspistill - the filename extension alone isn't sufficient - hence why I thought raspistill was still working the report). We'll have to disable the PNG tests for now and report the bug upstream.
