maven打成war包后放在tomcat的webapps目录下不会自动解压是为什么？

具体情况如下：
工程在eclipse上正常运行。
maven打成war包后放在tomcat的webapps目录下不会自动解压。
出现的异常如下图

平时打的其他war都会自动解压。
收到解压war放在webapps目录下可以正常运行。
是什么原因导致war不会自动解压？

需要修改tomcat安装目录/conf/server.xml文件中添加：
