rails 中js传递中文参数怎么写？

1.比如在js里面，实现一个跳转，其中有中文的参数
window.prov.location.href="genlayoutpicture2?startfreq="+jstartfreq+"&endfreq="+jendfreq+"&systemname="+jsystemname;
比如对jsystem如何编码，另外一个页面怎么得到数值？
2。如果传数值不做任何处理，mongrel没问题，webrick不能通过，
报ERROR bad URI `/fre_layout/genlayoutpicture2?startfreq=30&endfreq=1000&systemname=1000MHz以下无线接力通信系统'.
