这个CPU是做了睿频吗，对性能有多少影响

Question

这是一个8路的高端服务器，从CPU主频上来看，貌似是启用了省电模式。
我咨询过服务器的厂家，答复说是这个机器出厂默认是开启省电模式的。
我的疑问有两个：
1、这个省电模式对CPU的性能到底有没有影响，大概有多少影响；
2、对于这个厂家来说，你都发布8路高端服务器了，购买服务器的甲方爸爸还需要省电么？你开启省电模式，这是怎么想的啊？
