MPC5643L FCCU 进不去CONFIG state

Question

FCCU.CTRLK.R = 0x913756AF;
FCCU.CTRL.B.OPR = 0b00001; //00001 Set the FCCU into the CONFIG state [OP1].
while(FCCU.CTRL.B.OPS != 0b11){;}

结果：OPS 显示为10 Aborted.
是因为configuration locked吗，如果是，怎么解决呢？
