web.config规则不起作用

Question

I'm trying to redirect http://example.com/rgs/index.php?id=8 to http://example.com/rgs/index.php/8; I have following in my web.config file :

            <conditions>
                <add input="{REQUEST_FILENAME}" matchType="IsFile" ignoreCase="false" negate="true" />
                <add input="{REQUEST_FILENAME}" matchType="IsDirectory" ignoreCase="false" negate="true" />
            </conditions>
            <action type="Rewrite" url="rgs/index.php/{R:1}" appendQueryString="true"/>
        </rule>
    </rules>

but above web.config file didnot work.It didn't re-write url. Thanks in advance
