为什么exec在safe_mode关闭时不运行？

disable_functions = empty

safe_mode = off

exec, system, passthru, shell_exec return nothing for command 'top -n 1'.

That command works ok though SSH.

disable_functions = empty

safe_mode = off n

exec，system，passthru，shell_exec不返回命令'top -n 1'。

该命令通过SSH工作正常。
