vsftpd虚拟用户无法登录 500 OOPS: config file not owned by correct user, or not a file

Question

通过java ftpclient创建vsftpd用户,用户是通过mysql维护。上传了用户配置文件，所属用户为：vsftpd。
登录时报错： 500 OOPS: config file not owned by correct user, or not a file。
如果手动创建用户文件所有者为root，可以正常登录。但是业务要求通过java自动创建vsftpd用户，改怎么解决？
