Eureka集群不稳定

Question

如图所示一个消费者order，两个服务提供者，一个7001,7002构成的eureka集群，当我全部打开第一次访问时，报错

但是当我把order关了重启或者刷新两个eureka时再去访问就能得到正确的结果这是什么原因呢？
下图为注册中心
