1. You can add onclick="return false;" onkeydown="return false;" for that purpose:-

<input type="checkbox" name="empty" onclick="return false;" onkeydown="return false;"/>

2. You can use disabled="disabled" also:-

<input type="checkbox" name="empty" disabled="disabled"/>
