如何在OSX XAMPP / httpd中解决403禁止错误

Question

I am working with XAMPP OSX(mojave) and laravel. I am trying to set up a old project but php 7.3 generates error in laravel core files(Query builder - undefined operator concat()). Then I tried on docker but not working. Now, I manually downgrade the php version to 7.2 but this time I couldnot make VHOST workable. It is consistently telling - 403 forbidden error while accessing vhost.

I could not figure out the problem.
