我无法在开发模式下使用facebook marketing api创建广告

I want to develop a Facebook App to handle my campaigns, Adsets and Ads from one place.

So I have started developing the app in PHP and I used the PHP Business SDK, I have already developed the campaigns module, the adset module and the Ads module.

Running the app in developer mode the campaigns and the Adsets are created without any problem and when I connect on my facebook account, I can see the campaigns and the Adsets that have been created through my App.

But with the Ads I couldn’t manage to create any Ad and I am wondering if there is any restriction in the developer mode and does not allow me to create the Ad and this is the reason that I cannot create it.

If there is such restrictions, what is the way to test it so that it will be functioning correctly before I will submit it for review to Facebook?
