PHP Composer无法打开流：无法通过代理连接到HTTPS服务器

Question

While running composer install, I keep getting following error all of a sudden

[Composer\Downloader\TransportException]
 The "https://packagist.org/packages.json" file could not be downloaded: SSL
  operation failed with code 1. OpenSSL Error messages:
 error:14090086:SSL routines:ssl3_get_server_certificate:certificate verify failed
failed to open stream: Cannot connect to HTTPS server through proxy

Does anyone had this issue before?
