在ubuntu的mysql shell创建用户报错

在命令行sudo mysql进入mysql shell后，执行创建用户命令报错：

 create user hive_student_xzk@localhost identified by 'hive' WITH GRANT OPTION;

ERROR 1064 (42000): You have an error in your SQL syntax;
check the manual that corresponds to your MySQL server version for the right syntax to use near 'GRANT OPTION' at line 1

create user hive_student_xzk@localhost identified by 'hive';

从报错结果看好像是GRANT OPTION，于是我去除掉，创建成功。

这是为什么？

创建完用户后，正确写法GRANT ALL PRIVILEGES ON . TO 'user'@'%' WITH GRANT OPTION;
