On my new Xubuntu 16.04 composer update does not work. It gives me a timeout with the following message: The "https://packagist.org/packages.json" file could not be downloaded: failed to open stream: Connection timed out
If I try to get https://getcomposer.org/installer or https://packagist.org/packages.json with other tools there come mostly a timeout.
- wget timeout
- curl OK
- PHP curl OK
- PHP file_get_contents() timeout
- PHP copy() timeout
To fetch other HTTPS content is no problem.
